Dubai Police launch 11th anti-human trafficking specialist diploma
74 participants from nine countries begin intensive training
DUBAI – Dubai Police, in collaboration with the Dubai Judicial Institute, the National Committee to Combat Human Trafficking, and the United Nations Office on Drugs and Crime (UNODC), have launched the 11th edition of its Anti-Human Trafficking Specialist Diploma.
The flagship programme brings together 74 participants from nine Gulf and Arab countries, continuing over a decade of regional and international cooperation to combat one of the world’s most serious crimes.
The opening ceremony featured high-level officials, including Judge Abdul Rahman Murad Al Baloushi, Deputy Chair of the National Committee to Combat Human Trafficking, Major General Saif bin Abid, Acting Assistant Commander-in-Chief for Excellence and Pioneering Affairs at Dubai Police, and Dr. Mohannad Dweikat, Regional Coordinator for UNODC in the GCC.
Anti-human trafficking specialist diploma
Major General Saif bin Abid welcomed participants, highlighting the diploma’s role in building a network of specialists dedicated to fighting trafficking. He emphasised the UAE’s commitment to human rights and developing professional capacity to confront crimes that target vulnerable groups, especially women and children.
Judge Abdul Rahman Al Baloushi stressed the importance of victim protection and care, and introduced a new AI-powered electronic referral system designed to streamline identification, coordination, and data analysis for faster, more effective interventions.
Evolving curriculum
Dr Mohannad Dweikat described the diploma as a reflection of strategic partnerships, noting its curriculum evolves alongside organised crime trends.
The 2025 edition includes modules on parallel financial investigations, AI applications, and cyber-enabled trafficking cases, aligning with international best practices in investigation and prosecution. Since its launch, the programme has produced 761 graduates across the Gulf and Arab world, many of whom have trained others and supported UNODC regional efforts.
Intensive training
The four-week diploma covers a wide range of topics, including the elements of human trafficking crimes, UAE legislation and comparative legal frameworks, links to other crimes such as abduction and money laundering, forced labour, international laws, AI-based investigations, victim and witness protection strategies, and practical simulations of real cases.
Honouring partners
The opening ceremony concluded with commemorative shields presented by Major General Saif bin Abid and Brigadier Abdul Rahman Al Shaer to Judge Abdul Rahman Al Baloushi, Judge Dr Ebtisam Al Bedwawi, and Dr Mohannad Dweikat, recognising their vital role in strengthening institutional cooperation and supporting the programme’s success.
